Khargone, Madhya Pradesh:

Once again a shameful incident has occurred in Khargone, Madhya Pradesh. On Tuesday, the local police shared of a minor girl gang-raped by three persons.

The Superintendent of Police Shailendra Singh Chauhan said, “The minor and the brother were staying in a hut when three persons approached them and assaulted the brother. The brother escaped to seek help from the village.”

He further said that “The accused took the girl into the field and raped her. The accused then dropped her off at the roadside and fled.”

Now the case is under process and the criminals are absconding.

Every day many rape cases are being reported from different parts of the country and this is a very big question in front of the governments of ruling states.

After all the promises made for public in the name of protecting the women, why is this all happening?

Why such wrong and disturbing incidents are being reported every day?

Every incident reminds the Nirbhaya gang-rape case of 2012. The Nirhaya case took nearly 7 years to come to a conclusion of death penalty for the criminals.

In a very recent gang-rape case from Uttar Pradesh’s Hathras, which triggered national outrage in India, on 14 September a young ‘Dalit’ girl (19 years old) was gang-raped by four ‘Upper Caste’ men. She died on 29-September due to unbearable and heinous injuries. She was beaten up, strangulated and was gang-raped. All four men were detained.

And two days after the Hathras case, on Tuesday a 22 year old ‘Dalit’ woman was raped and murdered by two persons in Uttar Pradesh’s Balrampur. Her body was battered by the criminals. Both the criminals were detained.

If we look at the figures from the last few years, we will know how many innocent girls and women have faced the brutality.

The National Crime Record Bureau (NCRB) has published a data sheet explaining why cases like these are happening.

National Data:

  • The data revealed that shocking numbers, ‘88 rape cases were recorded every day in India in the year 2019.
  • India reported 32,033 rape cases in 2019 and nearly 11% of the victims are from ‘Dalit Community.’
  • The rape vulnerability of girls or women has seen a dramatic increase of 44% in the last 10 years. Over 313,289 rape cases reported across the India from 2010 to 2019.
  • India also recorded a total of 405,861 cases of crime against women in 2019 compared to 378,236 cases in 2018.

  • Some reports apart from NCRB says that the domestic violence against women has gone up drastically in India during the COVID-19 lockdown with over 50 cases of domestic violence were reported in only Delhi in just under a week.
  • The NCRB data of 2019 revealed, the crime against women in India has been gone up 7.3% as compared to year 2018.
  • NRCB crime data also reveals that crime against ‘Dalits (Schedule Caste)’ has also gone up by same percentage of 7.3%.

State Data:

Talking about states,

  • Uttar Pradesh is the second state after Rajasthan which had recorded the maximum number of violence cases against ‘Women and Dalit (Scheduled Caste)’ with 11,829 cases or in percentage 25.8% of the cases of violence were reported throughout the country.
  • Also Uttar Pradesh is the second state after Rajasthan with maximum number of reported rape cases. Uttar Pradesh recorded 3,065 rape cases where Rajasthan reported nearly 6,000 rape cases.
  • The state of Uttar Pradesh recorded 18% rape victims are ‘Dalit Women,’ followed by Rajasthan with 9% ‘Dalit Women’ as rape victims. It is observed that rape (sexual violence is a tool for oppression against Dalit Community).

  • Data also says Uttar Pradesh is the state with most number of violence cases against ‘Women and Dalits.’ Uttar Pradesh accounted for 14.7% of all registered crimes against women with 59,853 cases.
  • Alongside with Uttar Pradesh, state of Rajasthan also recorded the highest rate of crime against ‘Dalits’ in 2019.
  • The NCRB report said, “Majority of cases under crime against women under IPC were registered under ‘cruelty by husband or his relatives’ (30.9%), followed by ‘assault on women with intent to outrage her modesty’ (21.8%), ‘kidnapping & abduction of women’ (17.9%) and ‘rape’ (7.9%).”

The grim numbers sends chill down the spine. The central and state governments have taken strict countermeasures and actions to prevent rape and crime against women after 2012 Nirbhaya case. The central government has also introduced Protection of Children from Sexual Offences (POCSO) ACT, 2012, to allow the death penalty for the rape of children younger than 12 years.

The data only shows the reported/recorded numbers. Unfortunately it cannot show the unrecorded, muzzled, murdered cases. No data has been recorded or is in archives which reveal that how many women and girls are raped and their cases were not resisted due to power, money, supremacy, death threat and many more.

These numbers are disturbing and can easily make a person angry upon the topic, but after all these preventions and mind changing campaigns run by all governments and NGOs, what is still lacking that is acting as a crime triggering substance which allows the crime to cringe up and up every day.

What is the need of the hour? How can this be prevented? Are some tough questions we all want to know the answers for?

Kindly report the crime you see against any women or children. Take a step to safe guard our women.

STOP RAPE…
